Cabal speed for the U.S

i have looked almost all the hacks that are posted in this forum.But i also read what ppl post under it and they say it dosent work so im lost , Maby is because is for E.U only.Well if its ok with you people who know hacks for Cabal in the U.S
please post them in a way we could understand.

I might be Asking for to much but it will make alot easyer if the hacks
were posted in steps.You dont have to im just making sure is understandable.
