lol this isnt bug, its update from bigpoint but they dont announce it, from the moments since admiral lucia had lower reward from 14500-15000 to 12800 - 13500 and marduk from 16-17000 to 14-15000 we we're able to shoot all admiral's no matter level and still get rewards..

Since beta it was nerfed so that if the primary wear didnt wear it when the buff was up it would dissapear.
If you cast it on a pet (or another player) you can switch the hat out without losing the buff on them.
