Help GM command cannot be used.

I'm playing the game Woi offline, but I can't use the GM command, although I check in the line.exe file to see the command (setpower) and enable EnableSetPower=1. When using /setpower it's like a normal chat line.
Do you know how to fix this?

you need to authorize an account under the gm in the database

I have set 1 account as GM, but still can't use the GM command.

Deleted current account and make new one and before you log in make it gm drom the db and log in make sure u type all commands in nearby chat strat with/
