Theres couple of reasons for that: stops known crackers from buying the cheat, stops known game developers from buying the cheat, stops possible chargebacks, if user was trying to harm the cheat and got banned he most likely will not be able to use it again if he will not get fake id somewhere. So the main reason keep cheat secure and undetected. And no way to buy it without ID, sorry.

Make sure you dont use disposable email during registration, if it still fails pm your email you registering with.
