ring of monarch +1 all skills investigation

I have a monarchs pendant with all stats +9 and all ele res 3% or mor idk.
I heard already rumors about pendants with skills+1 but never got a proof.

Also i found nothing in the files that points to a Ring that can be refined to have skills+1.

For me its rumor or fake until i get one or see a unmanipulated ss.

my sorc has like 3k unbuffed i think...so im sure with +15 all stat stones and other high hp items (rings/armor/neck/+skills) it is more than possible

also, be bad *** to drop a monarch with a +1
