I know what u mean,but Webzen did made a big mistake with Archlord 2. No wonder they closed the project and continued on the other ones.
Webzen did a mistake with other things...all the games are p2win on them , this was the biggest mistake of their evolution and the al2 game was full of bugs...i worked 3 months to fix wz bugs that was visible on official servers...so the game was a full trash used to be on them hosting and their team...fixed almost 40+ bugs that made the game a trash..missing updates that EU server didnt have them and so on,i used korean servers to got a fully updated servers and fixed for a future good gameplay.
They expected to have 500+ players on a p2win server...Well the community has 112+ members online in game everyday..the game has potential..

Updates after updates but no fixes...
I was on same ideea of yours..when i started to work and play again few hours on the server i changed my mind...the game its awsome when you start to explore all the open world , pvps, pve,wars,eiege castels there are such of great things inside of the game that i didnt know in official servers bcz you needed just questing like a fool..lol
have you managed to fix any of these?

-cannot create guilds and cannot be member in any guild
-no ai in mainworld (but AI works in instances)
-some window cant be open (if you use the CBT client as base)
-login is possible with any password if the username exist
-some localization problem in certain windows
-some teleport portal and npc missing
-etc

Regarding to your problems i dont know what to say and i cannot help you..

likely it's not aprivate server
Well 60% its a private server and level was hitted in 2 days with active events , server beeing 2x.
Thats mean you have at start premium features like:
1.10% exp
2.10% drop
3.10% gold drop
4.10% weapon experience
5.Mov speed increase for every login,relog 1 hour
Etc.
The list can continue and so one and nobody force you to play on the server.Feel free to choose your games.
