Looking for Private server

Looking for great private server, that is new and has CC for free and the leveling/gear is easier. I want to play but don't want to waste time or money either. I tried Acadia but don't really like it. I have three chars in 20's but wasn't content with the game-play. I tried downloading JustAc but the luncher doesn't even work. Please share your recommendation.

you won't find any pure free2play server
justac or alcadia or chinese servers
other are based on ep1 files
