Looking for ini decrypter for classic

Title pretty much says all, I'm looking for a ini decrypter thats possible to decrypt the classic-al ini files. Reason is I'd like to edit the effects ini file to disable random effects from changing items, lens, going on mount and logging/out etc like I did on justac. Which file is it not working with? I've tried it with itemdatatable, skill_const and it worked alright.
