I offered my root server for a good Archlord privat server..

System:Windows 2008 R2
Ram: 24GB
GhZ: 8x2,4

Linux Cent OS, Debian, Scientific Linux und Ubuntu
Windows Webserver 2008 R2 + 10 EUR/Monat

Sure, 9i Oracle does not run on 2008 R2 server.
Gonna see on which system you runs (nothing bad here just checking your server)

I use windows server 2008 + oracle 10g works good not much problems with the 9i oracle and i will plan to upgrade to oracle 11
