u can drop it on many mobs, but on Boss in RVR u can get it with better rate. (around 1 str of hero for 4/5 RvR boss)

i lvled from 60-78 and droped around 8 str of heroes , i just feel like it drops more on mobs that are white than mobs who are green and red

let me guess was no boost exp/no toa/toh... 8 str of hero in 18 lvl that sux..
