Can anyone tell me what exacly elementalist Recovery Time passive skill do please?

increases duration of buffs, if you have it high lvl enough, your skills will be ready to buff again before they wear off

So you dont have to use lens, an usefull but expensive item.

well, it does increase the duration, but not using lens, hmmm, it's only for bufs, the combat skills will stay with 0 cooldown. but yeah, if you don't care about that you could grind without lens
