create a toon lv 1 and gain 5 free shouts via NPC-dragon. You can do this way 30 shouts per account each day. Just delete and create new lvl 1´s :P

you must wait 1 day, or u cant delete the character. so u can make 15 SOE max in 1 day / acc

u can do that at all servers , all servers got merged each other
also at america server = 3 servers in one server so 45 shouts per account :P
