if we make a toon on the new server with same nick as we have on the other
after the transfer will we be able to change both nicks ? u get wut i mean?

this is why i still think only transfered chars will be able to change their names, webzen woulnt take risk to lose players, in that case their best customers as you said famous players, and famous players are all cc addicts, only because someone stole his name. i think it woulnt have any sense if you can change the name of an existing char on the server you are transfering to, i mean wouldnt have any sense if webzen woul make it free change name so, remember at the begenning scroll for changing name costed around 10€... why free now? no... only transfered chars will be able to change their names. what i think is that when u have a cause and then a consequence, if you are able to change something, it would be the cause to dont have consequence then, the cause is new transfered char and consequence old char on server. idk if i am understandable sry for my english
