Help title manager!!

Hello I need help with the title manager. For the barom title you have to get to page 16 to accept it but I can't get to page 16 only 1,6,11,16,21,24,19,14 and page 9

anyone could help plzzzzzzz

I beg you plzz tell me whats wrong or if I do anything wrong
