As of lately, I have noticed while leveling a new toon or using any toon in a repetitive form, my skills will suddenly act as though I dont have an enemy targeted when I clearly do. This I believe is either a GM manually or a new code watching for bots that keep trying to use skills for obscene lengths of time when they clearly cannot be used. This is aggrivating even when not botting as playing in windowed mode one has to character select and back to fix it. I have also had a cut-scene fix it.
