You don't have to re-download the game, just locate it's location. I have no idea if cleaners are necessary or not, but if I was the anti cheat dev, I'd leave traces after each ban to identify and flag / ban potencial cheater again.

I never re-downloaded the game. Steam just automatically re-downloads the whole game when I launch the game after running the cleaner.
