The account that cannot access the server is banned. Just because it doesn't say the account is blocked does not mean it is not banned. Trust me, I'd know.

i dont know about other versions of GC but for NAGC if you are banned you cant login at all. thats just slow internet connection problem.

rofl, ok for starters, is a connection problem between your internet and the servers internet there is a point where the 2 don't connect so you wont be able to log on. Wut to do to fix it is (these are not sequential steps, these are individual steps, but if one doesn't work then try to combine then to see wut works):
1) restart your internet
2) go to your internet settings and refresh the ip address or proxy host
3) restart the game (most of the time works)
4) restart your computer (because if you keep your computer on it will increase the processing speed it takes to use your stuff)

these are a few solutions that will work XD

why don't you try to log in again.
