Im level 9 and i cant level up 10 ... why? please help

u need to do the "Ascension" quest.

If you are Asmodian - goto Munin (/pathfinding Munin)
If you are Elysean - goto Pernos(/pathfinding Pernos)
They will update the campaignquest you need.
Only after you are ascended, you can level up past level 9.
