Well, first of all L2phx doesnt work on the official Servers.
On Youtube are many tutorials to teleport around with L2phx.

yeah, but there's a difference, teleporting at a private server is easy, but on offical servers it's not that easy couse they check everytime your position and if your editing is to large you will get reset to your previous location.
large editing means changing you position higher then x-axis and y-axis +/- 4 and on z-axis +/- 7.
I think there exist no hack for offical server that allows teleporting.
