Bro lag time is going to be different for everyone.

Some people are going to have a field day any time they want to in the VN servers, some have to go in and do what they have to do during low server load, some are going to have constant bad luck with lag.

It seems you've done everything possible for lag reduction.
You gotta take what you got or give up.

Myself, I can only get good game play between 0600-1600 13+GMT, I have to live with that.

If you're using your skills and there's a 1-2 second delay before your character uses the skill you can attempt to 'fix' it by downloading and installing Leatrix Latency Fix. It made my skills response time much faster, every time I go to cast a nuke now the game almost instantly starts using the skill. Give it a try if you're getting a lot of lag issues.
