The dump contains referenced text and the disassembly of the CPU only contains a CALL which contains the function "pIpAddrTable" which writes the IP to the table.

The ms is not the problem. You don't need to dissemble the exe, the problem is a server configuration error somewhere within the server files that relate to the ms. There is a 10049 error which means the server cannot bind to the address. Possible explanation, the IP for the ms is either hard coded somewhere and needs to be changed or the server files need configuring differently.
