It will fail, fun will be lost quickly... A test server is not the way to go...
You'll probably go against my opinion, but I know better...

The best I can come up with, which IS possible and COULD revive 9d for a bit of time is making a CS-GL server, removed SRS, old items, no scales/tears, old weapons(before the BD patch), revamped skill system( let's be honest, hybrids and healers WERE NEVER at the same lv as warriors and nukers, what I mean is that hybs will OP before para nerf, now they are useless, healer were useless before traps, now it's a bit unfair to fight against them if you're melee type) .
It would be stable, most of the game-breaking "bugs" or abuses would be fixed: the self buff skill bug and the abuse on the resource script. VOALA, you can have an "almost" perfect server with outdated content, but this is the best it will EVER get.

OMG you miss people's points in 99% of the time. Again...I'm not planning to set up a server and ask for donations and make it like eod9d or anything like that. All I want is an offline or online server (for friends) and simply just "**** around". By **** around I mean to spawn idiotic items and do ****. Spawn stupid-*** skills and **** around. That's all.

Again, I'm not looking forward to having any population. If I manage to get my server working online I'll just share its IP and let people join. I won't ask for donation or any **** like that.

Well, like I said, you will go against my opinion, it's cool, but there'll be no fun with a population like 5 people, it will become BORING quickly. I didn't say that you wanted money... I just pointed out that the thing you're looking for (FUN) will disappear quickly.

Same applies if you believe that being a "GM" will be fun, been there, done that, nothing special, after spawning all the KR items and KR skills it's boring.

Why does anybody call 2006-2009 best period of 9D ? Because of acclaim ? Because of the (lack of) content ? NO, it was because of the population and people who actually made videos for others to discuss (flame on) like Bones, Generalu and some "pro" pvpers like ady and etc. They were some good leaders(I didn't say good pvpers) and they asured a fun time inside their leagues. The population was above average in terms of numbers... That's why it WAS FUN. Moreover, every leader of the big leagues had a different mindset and personality, that's why it was great. The fun was never in being top 1 in pvp or dominating economy, it was rather in having a fun time with your league.

It might be boring for you but I've never managed to get my own server and use GM tools. I don't care about population at all, I want to try things that I couldn't when I was playing on normal servers.

You're wrong on the level cap though. It CAN and SHOULD go to max. As long as you remove the 2nd role, it's just stat points and that's neither here nor there.

As for healers/hybs being underdogs, beg to differ. The moment you remove gear and only have stat points to build on, both those roles put up a nasty fight. A good ck hyb will deal with any nuker and a good para hyb will trash a warrior even after para nerf (just takes longer).
