As far as I remember you can just get NDTEXT from English version of 9D, in this scenario it's RF and rename the NDTEXTDB_EN to NDTEXTDB_KR and replace it.
Lots of things could be missing (blank spaces) but I suppose you could translate it yourself and fill in the blank spaces.
So I want to change some text in NDTEXTDB_US.XSD, but all the text is replaced by [][][][][] icons.
Read all of the reactions on this post, but US Cipher Keys don't work and I also can't seem to find anything to decrypt the file before loading it into the editor.
Any help here would be very welcome!
P.S.: I do remember this being very easy for the files of Eclipse 9D.

It works just fine with RedFox NDReg, using default settings. Can you tell us which NDReg do you want to edit?
Just to make sure: is it showing invalid chars on the file opening or it open just fine and it happens when you save your changes?
The file I want to edit is the NDTEXTDB_US.XSD from the new Emperor of Dragons server.
I uploaded a screenshot of what I'm looking at.
It's an interesting case. The sections are named properly, but the actual strings are not. If you open this file in any hex editor (like HxD or 010) you can read the values.
That's how it looks for Eclipse's XSD (old style - unencrypted section name and records):
RedFox (new style - encrypted both):
EoD (completely mixed - sections are encrypted, values are not):
I'm not even sure if that's supposed to work. I never saw that case. As I didn't register for the EoD, I can't log in and check the stuff. XSD editor detects the file as "encrypted", because it's based on section names (IIRC).
