How to Edit??

How can i edit the Sniper skill ''CAST SPEED'' for example if its too slow at casting it, how can i make it faster?

You need an editor or you change it with HEX

Whener i try to edit the TSkill.tcd file into ''1'' from ''300'' (cast time) like in the picture here:

the value of the delay between using the skill changes

It always stuck at ''0'' and cannot change it and by so, my ingame skill shows always delay 0 when i cannot use the skill ''like a bug''.
Anyone know why?
