[ASK] Programing language DBO functions

Hello everyone.
First sorry for my english.
How i can connect webside form other server to my SQL server and database?
Whitch language i need to learn to write good webside (i know some about css and HTML. php will be not hard for me bcs i know much about c++) what i will learn to for write nice functions like a cas shop, register 4story, and cash vote.

And whitch programing laqnguage use a Functions in database?
