since I want to try to play offline I notice about tools.exe of how to change the server rate....
to make a double or more rate on your server follow this
WORLD: this is about map
ZONE: this is about zone for each map so on world map I think you have a lot of zone in 1 map
SORT: this is about pet/drop/exp rate as you can see in tutorial inside server file doc. have photo like this 10/20/30
VALUE: to put a rate on each map and zone
on TOOLS.EXE/WORLD: 0,1,2 I think this is the town map when I try to put 0 on world they don't show rate on snake clan. then I change it to 1 then the rate is show.. I did not try to tiger clan

if you do this on tools.exe
Guanyin DRAGON CLAN MAP
WORLD: 0 ZONE: 0 SORT: 2 VALUE: 30 OR 40
the exp rate and drop rate became almost 6x to 10x
Fujin SNAKE CLAN MAP
WOLRD: 1 ZONE: 0 SORT 2 VALUE: 30 OR 40
became same rate on guanyin
maybe if you put on 3 on the WORLD Ginong do the same rate. the server file have 147 zone right?.. do it the same SORT/VALUE SO ALL MAP HAVE 6X OR 10X PET/DROP/EXP RATE maybe you guys try change the ZONE for each WOLRD MAP....
don't ever try to put more that that VALUE the server SHOW ONLY DROP RATE. don't forget that.
