i got that problem too, i can open 2 window only somtime i am lucky, and notice i can open it when it is lag.
try to go to youtube or any website try to open as many videos or running program, about like 10 of running program, try to make your pc lag then double click then you can have 2 windows of game, i tried it and it work for me.
