There is no "program" to make a hack file that you speak of. There is an IDE/Compiler witch you can code your "hack" for the game in and compile it into an exe or .dll that you can use to alter the games memory at runtime.
There is no program though that you can just plug some addresses into and magically make a "hack" from.
