My Server in Mobs And Boss Don't Skil Use .

Why Don't Use Skill ?

are you sure you are in /attack off ?
if not is all of the mobs are not attacking ? or just there is an exact ones!

No, Only Normal Attack (Mobs and Boss). Skill Don't Use.
