About changing region to Chinese : The media doesn't care about any locations.

Well, these are the media files of vsro...Maybe it doesn't work, because you're using a ecsro media..

so what should be the content of SMC\SR_GameRefData folder?

If you use a ECSRO Media the content of the server should be the same...Otherwise it won't work.
You have to decide, whether to move to vsro or copy your media content into the Server :P
