UPgrade Rate too low !!

HEllo guys i play Dekaron EU Server Hellion , well i have tons of coppers by hacking and etc.. i just want to Upgrade my 115 weap to + 4 but it seems impossible, it always fails on + 2 even + 1 ... i cant get more than + 2, is there some Tip for that ???
btw i tried like 10 times .... already !

Help would be appreciated.

You must have a realy bad luck beacuse some mebers manage to get to +6 or even +7 without talismans. Usualy the trick is to relog (choose character) after each upgrade.
