So you want someone that can translate the client?
Someone that can make/give you a launcher that uses .pak (or another compressed format)?
And someone to do model editing/making?

Well, translating a client is all text you should be able to figure out and do that yourself.
There are multiple launchers released if you search.
As for modeling no one does it publicly for dekaron yet.
