Two options...

#1: Don't let players use the @spell command. I don't see a reason to let them do it.

#2: Specifically limit spells they can use by checking skill they wish to learn before granting it and if it == 3321 (or any in a 'gm only' spell list) it will return.

You could do something like making a collection of spellids not allowed.

const ushort[] NotAllowedSpells = new ushort[]
{
//spellids here
};

Then do something like:
