Thats because u have a low lvl at collecting skill, i didnt get a bone of chaos until lvl 8

i was getting it at rank 5 but was pretty rare.

u can also trade it if u have a scroll.
tried and tested it myself, and u dont need 1 scroll for every powder like some people think
