Well most of people got banned just for item creation, not you delvl char. And beside I have send alot of evidence with delvl char who go in shrine through inquiries and the only thing I get are automally answer from robots and then the status go on "resolved"

The server allows you only once to get the rewards just like the levell up rewards, so no. If some one actually succceded, would be interesting to know how

after server merge you can get again the gifts

But only for the appropriate lvl gift based on your lvl, max lvl 60 reward with the blode and 10 gold keys 10 silver keys release of agreement etc.
