You have to change it in your boot.ini file....

Windows XP

Right click "My Computer" -> Properties -> Advanced -> Startup and Recovery Settings -> Edit

Then change the noexecute to this:

/noexecute=AlwaysOff

You then have to reboot for it to take effect.
