ZsZC Thief penalty

i get message when i try put my thief suit its says "you are in penalty status so you cannot activate the job till you pay the penalty" now i go 2 hunter npc guy
and pay the penatly. but its still give me this dam message
i want thieving

you have to wait till the time is over...

its original from old silkroad if you kill too much hunter you come to wanted status until you get killed or until you put your job suit off but then you have to pay to wear it again

You must pay at Hunter asosiet some amound of gold and then you need to wait 2h
