PC limit & IP Limit

The PC limit is a must for every server in our opinion and the reasons are clear to the community. We don't want a population of 5000 chars for example, and 4500 of them to be bots. We also don't believe that running 3 or 4 party's is not fair to everybody, so for that reason we will set PC limit to 3.
IP limit is going to be 6.
