U can simply get stuff quicker, like dresses, Devil etc.
Everything will be through Ingame activities getankt though to prevent pay2win

One last thing, the re-balances that have been put in place are open to change right? I mean don't get me wrong, it really sounds great, but I'm just worried it kind of takes away from the uniqueness of building a character and some of the changes to the skills could affect the way the classes play, making it hard for even experienced players to come up with a build.
Perhaps you could double the passives for the chinese characters, add the SRO-R skills to the force tree and have the damage dispersion skills added to the main weapon trees to make chinese characters more wanted in parties. Then all that's left is just have shared cooldowns between broken skills (like the force debuff series).

A little feedback on your beta period balance:
I don't think touching the balance between chinese is really needed other than lowering cd of debuff removal on force and maybe a range buff for pacheon.
I think the major problem with EU is the amount of crowd control warrior provides.
You have tackled it by doing this:
Sprint Assault Stun probability reduced from 33% to 20%
Dare Devil Knock back probability reduced from 30% to 25%
Shield Crush Knock back probability reduced from 80% to 60%
I don't think the stun on sprint assault is the main problem. The problem with sprint is that it is on too low of a cooldown and cast time for its utility. The stun most of the time is just a bonus.
I agree with Shield Crush (nerf the lower level version of it too). A cooldown nerf may be more applicable.
I don't agree with the "nerf"to Dare devil. What is overpowered about dare devil isn't the KB (in fact I believe lowering chance of KB makes warrior do more damage since a lack of KB allows them to knock down without bugging); it is the large damage you get for little risk (10% HP cost). I'd recommend either lowering the damage of it or increase the health cost instead.
A minor problem with EU is how holy word/spell can totally remove the possibility of them being debuffed by the weapon skills of the Chinese. EU should not be so much stronger than Chinese individually when they should be team oriented. A suggestion would be to make holy word/spell work similarly to int and str buffs and requires a cleric rod holding charcter.
I appreciate all the effort and hope this server is a success.
