Snow cooldown + No vigors = kinda weird
Snow cooldown + Vigors = its okay, cuz jobwars

No snow cooldown + vigor = Str OP
no snow cooldown + no vigor = would fit pretty well.

I believe vigors are important part of the game. Without vigors basically your hp wont recover and there is no point of working on a good set. In addition to that, without vigors, there wont be job wars
