That would be the worst case for a pserver.
Also you have to farm your stuff somewhere and this can be done at 101-110.

And the rates are mainly decided by the admin. I bet thousand people wrote that already.
But i can just repeat it: play 31x rates or go play on one of the thousand other private server which will be released in the next weeks.

poor chernobyl... he kicked xsense from the team cuz xsense fixed the 2k slots capacity ( cherno wasn't able to do that) , grab pets/attk pets ( same) and Battle Arena.
