I think chinese moved their server on a different line with dynamic IP, or may be they found a way to change server IP everytime. So everytime they change IP we need a new media.pk2 or to change the IP in it. If someone ever played on lineage 2 private server it's like l2director for server with dynamic IP, everytime the server restart it has a new IP and you have to run l2director so the host file changes to the new IP. May be with pSRO it's the same, if hey restart the server the IP change so GMs provided chinese people a way to modify the media.pk2 with the new IP. May be I'm wrong but I don't believe the server is down at the moment and I think it isn't been down for 5 days last week. I think it was up with a different IP and only chinese people knew how to connect.

This does make a lot of sense. Before the server went down the first time yesterday, I was getting a horse in Hotan. The usual 5-10 bots were standing there in the same spot. there were probably 4-6 chinese and a couple English bots. When the server went down, I got in with sockscap. the same Chinese bots were still there but not the English.
I would guess that this "server" is someones home computer. Just reset the modem and get a new dynamic IP. Give a patch out to your community, and keep the rest out. Ocean probably got a "leaked" patch, which is what we used for 2-3 hours yesterday. It could be what they did the second time the server went down and sockscap quit working.
If it is this way, I would think it would be possible to find the ISP they are using, Find the range of the IP addresses, and use something like Net Brute to probe anything using ports 15778 & 15779?
I think Silkroad is the only thing that uses those ports
