LoL it's a 3 years old project, they quitted it and now they want to try again (but I think they'll quit again before release anything). Plus i read this post:

I logged in, walked around hotan for a minute...There were a bunch of chinese people stalling and running around. Then I disconnected.
I logged in 15 minutes later to find that the SAME people were still there stalling, and other people were running around the city. So it looks like the chinese people still have free access, no problems for them /=
Edit: Oh yeah our silk items are still losing time like they did when the server was offline for a week. (and setrade.0u0.net is offline too :P)

chinese can play cuz they use no proxy ... i posted a pic a while ago with non-chinese people logged in (check DH they got english names),btw they r always online cuz whenever i try a proxy i c them...

Because the server became laggy, plus they don't like foreign people. So they STOLE the money from those who bought silk/equip and then banned our IPs. They got money, now they can play with no lag and with no foreign people.

they did not ban sockscap.. somehow there system check the ip behind the sockscap thus the delay in disconnection.. although sometimes its instant
