LOL STFU if you don't know what you are talking about.
There are DYNAMIC and STATIC IP adresses. Each can be also PUBLIC or INTERNAL. So i can have:
- public static IP (which can be blocked)
- public dynamic IP which can be blocked and i can change it at anytime,
- internal static or internal dynamic which means i'm behind NAT or i have router and this can be blocked and till i contact with ISP i'll be unable to connect again...
