They was... in version 1.3.6 and 1.4.0/4 but after that they developed much better GM console . Download server files after 1.4.4 prefix 1 and check NPCgen.data file, you wont find those NPCs there....

They were removed from the game, just because you see them in pwdatabase doesn't mean they are in-game. Every private server/PWI removed them from NPCgen long time ago.....
