Complete chat effect fix

Here is the complete dump to fix the nobility chat as intended. All the ranks will get the appropriate chat effect for a time period of 30 days. Hope everyone makes use of this.

tq deleted the part of soul.exe file that actually looks for and reads an oem.ini file so unless someone edits soul.exe and adds that back without messing it up. we need to find another way.

I noticed that the legions are not exactly...

I noticed that the legions are not exactly deleted. Instead it clears out the memberlist so the members and the legion are no longer connected. Still working on a way to fix this link.
