Every time I've done that in the past, the issues never got fixed. When it is shown to a wider audience it forces the developers to fix it faster.

There is no recharge on the use of an Endless Toymaker's Tonic. Each time it is used, there is an animation. You can lag/crash nearby players by repeatedly activating the tonic if you do it quickly...
