I think it is kinda. because on Vista with me, when I changed my local, it showed chinese characters and when my local is english it's in numbers and letters.

I found what the problem is. I changed my Language local to Chinese when I installed the game. So i switch back to Chinese to install the Restore and all went well got to login screen came back out...
