Yep, you can't use forcepack id's you can only use those long ID's. Give your weapons 3 enchants and attack +1 or +10.

And then use these:
1299600007 => Attack +11%
1104300004 => HP +4
1106301004 => SP +4
1299602002 => Movement Speed+3%
