Does anyone know of a proper way to edit the .SEQ files? I want to play around with the particle effects a little but right now they're unusable.

An .SEQ like an Sequence/Anim/Particle file or something else (idk) and not editable with Notepad or any TextEditor ^^
Try to find out what this is for a kind of SEQ using asm/hex or something else ^^

i get any time an error when i want to load the resource.s4hd. i copied the file on my desktop and i started the tool as admin AND I F***ING REBOOTS MY COMPUTER.

Error:
System.TypeInitializationException: Der Typeninitialisierer für "BlubLib.FormExtensions" hat eine Ausnahme verursacht. ---> System.InvalidCastException: Das COM-Objekt des Typs "CTaskbarList" kann nicht in den Schnittstellentyp "ITaskbarList3" umgewandelt werden. Is it working for win 7 32 bit?Cuz im trying to make it work for conquest hack but it doesnt.Im replacing the file,saving it then close the program and get in s4?Is that what i am supposed to do or?Cuz when i keep the program my s4 crashes...

Dude I'm trying same thing, but I'm guessing when you launch game now it replaces on files that have been modded, so this doesn't work anymore.
